School-Issued Computers: Who is responsible for monitoring student activity

When it comes to school-issued devices there can be some confusion as to who should bear the responsibility of safeguarding children from online risks.

Recently, a mother located in Fullerton, California, discovered that her daughter was having conversations with an online stranger after accessing her daughter's email account. Having concerns about her daughter's safety she brought her daughter's laptop, which was issued to the girl as part of the Fullerton School District program called "Laptops for Learning", to a local police department. The police discovered a history of website visits to pornographic sites. The student was able to access inappropriate content by connecting to their neighbour's wireless network, which allowed the installed safety software and firewall settings to be bypassed.

Now, the mother is blaming the Fullerton School District for not providing a safe enough laptop, while the school is saying that it was made known that parents have the ultimate responsibility of monitoring their child's computer use. What do you think? Is the mother to blame for not supervising her daughter while she was on the Internet or is the school to blame for not having sufficient security protocols?
