Has your friend tried reporting it to his/her ISP and asking them to trace the IP address - or at least get their advice. Hopefully, the person doesn't have your friend's physical address or phone number. Maybe someone else here understands your friend's legal rights and recourse in the UK. If there's a minor involved, another resource is the Child Exploitation & Online Protection Centre.
